Analisis Kendala-Kendala Praktis Dalam Pelaksanaan Program Bantuan Stimulan Perumahan Swadaya (BSPS) (Studi Kasus Pembangunan Rumah Swadaya di Desa Pagu, Kecamatan Wates, Kabupaten Kediri,Jawa Timur)
Abstract
The Self-Help Housing Stimulus Assistance Program (BSPS) is a government effort to help low-income communities (MBR) obtain habitable houses through the renovation of uninhabitable houses. This study aims to analyze the practical obstacles in the implementation of the BSPS program in Pagu Village, Wates District, Kediri Regency, East Java. The method used is descriptive qualitative with data collection techniques in the form of field observations, interviews with beneficiaries, and documentation studies. The results of the study indicate several major obstacles in the implementation, including: lack of technical socialization to workers, use of building materials that do not meet specifications, unpredictable weather, and unpreparedness of aid recipients in fulfilling self-help components. In addition, construction practices were also found that did not comply with technical standards, such as the distance between stirrups that exceeded the limit, structural joints without anchors, and foundation dimensions that did not comply with BSPS guidelines. To increase the effectiveness of program implementation, it is necessary to increase technical training for workers, comprehensive socialization to aid recipients, and periodic supervision by related parties so that the houses built truly meet the eligibility standards.
